Death-penalty ban fails in House Judiciary Committee. The GOP-led House Judiciary Committee rejected the proposal to replace the death penalty with life in prison without the possibility of parole. House Bill 370 by Rep. Doug Kary, R-Billings, failed on an 11-9 vote. Eleven Republicans opposed the bill, while Rep. Clayton Fiscus, R-Billings, joined the eight Democrats in supporting the bill. Backers are likely to still seek full debate on the House floor.
