a bill designed to settle a long-running controversy over whether foreign citizens' legal rights have been trampled by Texas arrest practices will soon be before the full Senate for a vote.
By a 5-0 vote, the Senate Criminal Justice Committee approved Senate Bill 603, which is designed to ensure that foreign citizens are allowed to notify their consular offices when arrested or detained, as required by international treaty.
