A bill to expand who could be sentenced to death under state law passed a House committee today. HB933 would eliminate the so-called "triggerman rule," which says that only the actual perpetrator of a capital murder can receive the death penalty. Instead, others involved in a murder could also be sentenced to die. The House Courts of Justice Committee approved the bill 18-4. It now goes to the full House of Delegates.
