A commission set up in 2001 by Justice Minister (Governor since 2003) Janet Napoletano produced a report which made a series of recommendations including the setting up of a public fund for legal defence, the abolishment of the death penalty towards the handicapped and the abolishment of the death penalty for mentally retarded persons and those who were minors at the time of the crime. As of October 2002 none of these recommendations have been followed through but changes were being made in the legal system. Tuscon city approved a resolution in favour of a moratorium. (Sources: ABA)
