A House panel gave preliminary approval to a bill backed by President Bush to make terrorists crimes that result in death punishable by death or life in prison. The legislation passed on a voice vote by the subcommittee on crimes, terrorism and homeland security of the House Judiciary Committee. It is sponsored by Republican Rep. John Carter of Round Rock, Texas, a former state district judge.
