A House panel voted 8-1 in favor of the bill which would make it more difficult for death row inmates to claim they are mentally incompetent for execution. The bill will now go to the full House. A bill to determine whether a convicted person is mentally incompetent to be executed (SB 104) was introduced by Sen. Fitzgerald on January 16, 2001, and approved by the Senate on February 26.
