A human rights organization strongly criticized the Nepal government for announcing cash rewards on the heads of top Maoist leaders, claiming that the government decision was against the spirit of the constitution and international treaties and conventions ratified by Nepal.
"The announcement is against the spirit of the constitution of the kingdom of Nepal and Second Protocol of the International Covenant of the Civil and Political Rights of which Nepal is a party," said a press statement issued by the Human Rights Organization of Nepal (Huron).
"The announcement is unconstitutional as both the documents have ruled out life execution."
His majesty's government on April 23 had announced cash awards of up to 5m rupees to the person handing over several top Maoist leaders, including its chairman, Prachanda a.k.a. Pushpa Kamal Dahal, and Dr Baburam Bhattarai.
