Afghanistan has an interim administration which was inaugurated on 22 December 2001 and which is due to govern for six months. It was formed at UN-brokered peace talks at which Afghan factions came to a power-sharing agreement. This followed the ousting of the Taliban administration after weeks of US-led aerial bombardment and action on the ground by opposition forces. The military action ensued in response to the September 11 terrorist attacks on New York and Washington.
A 21-member commission has been established to organise a council of tribal leaders - loya jirga - which will appoint a transitional government, probably in June 2002. This transitional government, led by Hamid Karzai, is expected to rule for 18 months. After that time, Afghanistan will hold democratic elections to choose new leadership.
One of the priorities of the interim government is to set up a legal system. Chief Justice Fazl Hadi Shinwari, appointed in January, said that the Sharia law is to be applied in Afghan courts at all levels.
