Aggravated murder premeditated murder and treason are capital crimes. Suriname has not carried out executions since 1982.
In its second periodical report to the Human Rights Committee in 2004, Suriname said the Government remained open to discussions on abolishing the death penalty, but the broadest possible dialogue among the citizenry was necessary for such a move. The state report also said that Suriname was struggling to deal with cases of flagrant human rights violations committed during the country’s military rule, which ended in the early 1990s. Those cases were pending before the Inter-American Human Rights Commission.
Suriname, a member of the Caribbean community trade bloc, has also signed on to use the new Caribbean Court of Justice (CCJ), though as a former Dutch colony it never sent cases to the Privy Council which is to be replaced by the CCJ as a final court of appeal in the region.
The Caribbean Court of Justice was inaugurated in Trinidad on April 16, 2005.
Caribbean countries view the CCJ as the means to throw off the last vestiges of colonialism, but human rights groups have warned that the Court may be a hanging court.
On December 18, 2007 Suriname voted against the Resolution on a Moratorium on the Use of the Death Penalty at the UN General Assembly.
