Aide of the Russian president Sergei Yastrzhembsky gave the press the details of an April 4 telephone conversation between terrorist Khattab and Movladi Udugov, the chief ideologist of Chechen guerrillas who was currently in the United Arab Emirates. Mr. Udugov suggested "stating officially" that "all Russian servicemen to be taken prisoner by the mojaheddins will be executed until the Russian government extradites Colonel Budanov [to the Chechen side]". Mr. Khattab agreed with this plan and added that Chechen leader Shamil Basaev shared this view.
