Amnesty International expressed its concern for the safety of 20 prisoners held by the Ugandan army in Gulu.
The London based human rights group said the September 16, killing of Peter Oloya allegedly by the Uganda People's Defence Forces was "extra-judicial execution within the prison grounds."
Peter Oloya and Stephen Otim were arrested and charged with murder. They were both said to be key campaigners for the opposition multiparty candidates, and Amnesty said, "It seems that their arrest may be due to their political activities during the campaign."
The rest of the men were arrested on murder and treason charges related to the ongoing conflict between the government and the rebel Lord's Resistance Army (LRA).
