The Governor General has the power to commute capital sentences. Murder is a capital crime. Despite having several people on death row, Antigua has not had a hanging since February 2, 1991 because of limits on executions set by the British Privy Council in London, the final court of appeal for most former British colonies in the Caribbean. Government officials have announced their intention to resume executions in order to curb violent crime.
