Article 8 (3) of Andorra’s Constitution states: "The death penalty is prohibited."
The country has been fully abolitionist since 1990. The last execution in Andorra took place in 1943.
On March 26, 2003 Andorra deposited with the Council of Europe the instrument of ratification of Protocol No 13 to the European Convention on Human Rights and Fundamental Freedoms banning the death penalty in all circumstances.
On December 18, 2008 Andorra co-sponsored and voted in favour of the Resolution on a Moratorium on the Use of the Death Penalty at the UN General Assembly.
