Bahrain signed the letter, dated 22 July 1999, addressed to the President of the Economic and Social Council, in which the retentionist countries dissociated from the Commission on Human Rights resolution 1999/61 on the question of the death penalty. Bahrain was a cosponsor of the amendments presented by Egypt (A/C.3/54/L.31 and L.32) to the resolution for a moratorium on executions presented by the European Union at the 54th UN General Assembly (A/C.3/54/L.8/Rev.1). The Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions continued to receive reports of such executions resulting from the excessive use of force by the security forces (E/CN.4/1999/39/Add.1).
