A Government Minister said that after discovering that China envisioned abolishing the death penalty as well, Brazil wanted to seek agreement on its long-term eradication, while acknowledging countries differ on its immediate abolition. Therefore, the Human Rights Council, as the highest UN human rights body, should open a debate on capital punishment with a view to adopting a decision, in 10 or 20 years if necessary, to "establish a world without the death penalty."
