Brazil was a cosponsor of the resolution on the death penalty approved by the UN Commission on Human Rights on April 28 (1999/61).
It also cosponsored the resolution on the same issue presented by the European Union at the 54th UN General Assembly (A/C.3/54/L.8/Rev.1).
The Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions was informed that in 1997 and 1998 the average number of deaths resulting from police action has doubled. Reports have continued to be received concerning the extrajudicial, summary or arbitrary executions of human rights defenders in the country (E/CN.4/1999/39/Add.1).
