Bulgaria's Permanent Representative to the Council of Europe, Ambassador Yurii Shterk, deposited with Council of Europe Secretary General Walter Schimmer the instrument of ratification by Bulgaria of Protocol No.13 to the Convention for the Protection of Human Rights and Fundamental Freedoms. The Protocol abolishes the death penalty in all circumstances, even in respect of acts committed in time of war or of imminent threat of war.
