Nzobonariba was responding to a Human Rights Watch report that said that summary executions and torture had continued under the country's newly elected government and the perpetrators went unpunished.
Burundi was emerging from more than a decade of ethnic clashes between majority Hutus and minority Tutsis which left more than 250,000 people dead.
Nzobonariba acknowledged abuses had occurred but insisted they were isolated.
“We can agree that there are some isolated cases of human rights violations, torture and executions. But these are committed by undisciplined soldiers and police elements,” Nzobonariba said. “Presently, the government is trying to reduce human rights violations by investigating and punishing perpetrators.”
