"More than half the countries in the world have the death penalty and the Chinese government has always implemented it in the spirit of the constitution," foreign ministry spokeswoman Jiang Yu stated. "We control the use of the death penalty out of the respect for human rights." Jiang was responding to a call to be made at the World Congress Against the Death Penalty in Paris."
