Colombia was a cosponsor and voted in favor of the resolution on the death penalty approved by the UN Commission on Human Rights on April 28 (1999/61).
The Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions continued to receive great numbers of allegations of the violation of the right to life during the period under review in Colombia. The majority of these allegations regarded human rights violations by paramilitary groups, indicating that despite the stated intentions of the Government, the situation has not changed significantly since the last report. (E/CN.4/1999/39/Add.1)
Colombia also cosponsored the resolution for the moratorium on executions presented by the European Union at the 54th UN General Assembly (A/C.3/54/L.8/Rev.1).
