COUNCIL OF EUROPE. CE RIGHTS CHIEF CALLS ON RUSSIA TO OUTLAW DEATH PENALTY

Russia is the only member country of the Council of Europe not to have legally abolished the death penalty, Council of Europe Human Rights Commissioner Alvaro Gil-Robles said at a news conference at Interfax headquarters in Moscow, calling on Russia to definitively outlaw the penalty.
