It was reported that from July 1997 to September 2000, Xia embezzled 12.5m yuan in public funds to build a personal manor. Since 1997, Xia extorted 120,000 yuan from his subordinate companies to install air conditioning and a satellite receiving antenna system in his manor. Xia had originally been sentenced to death by the Shenyang Intermediate People's Court in February 2003.
