Devlet Bahceli, deputy prime minister, said he would appeal to Turkey's highest court over the reforms, which include lifting the death penalty in peacetime and easing curbs on Kurdish language education and broadcasting.
The reforms were hailed by Bulent Ecevit, prime minister, as a key step on the road to European Union membership. The newspaper, Milliyet, greeted approval with the headline, "Europe, here we come".
The European Commission welcomed the changes, but warned that much would depend on their practical implementation.
