Devlet Bahceli, Turkey's deputy prime minister and the leader of the second largest party in the coalition government, the rightist National Action Party (MHP) laid down five conditions before he would consider lifting the death penalty and other EU reforms: Ocalan's death penalty dossier must be sent to parliament; Ocalan should be sent to a normal jail; the EU must include the PKK's successor KADEK on its list of terrorist groups; terrorism must end; and "terrorists" must swear allegiance to Turkey.
Speaking in Beijing's Forbidden City during an official visit to China, he said that the EU's Copenhagen Criteria - the basic ground rules for membership eligibility - mustn't be isolated from the threat of terrorism. He added that the EU should give Turkey a date and timetable for full membership.
He said that the EU should also abandon the idea that Turkey should be forced to do things in order to join the EU.
