Federation Council's Speaker Sergey Mironov supports life sentences without the right to be pardoned as an alternative to the death penalty. He expressed this opinion at a press conference in Moscow after he returned from a PACE session in Strasbourg.
Mironov stated that a moratorium on the death penalty was being observed in Russia as one of the conditions for becoming a member of the Council of Europe. However, a lot of Russian citizens support the restoration of the capital punishment due to a high criminal rate.
That is why the Speaker thinks there is a problem with understanding the priorities in human rights in Russia. He reiterated he supported life sentences without the right to be pardoned as an alternative to the death penalty, especially taking into account the fact that, according to statistical data, the death penalty did not lead to a reduction in the crime rate.
