Forty-four percent of all foreigners sentenced to death in the United States are Mexican, officials said. Mexico's Foreign Secretariat is assisting 54 Mexican nationals on death row in the United States, as well as another 138 Mexicans who could face death sentences. Ever since capital punishment was reinstated in the United States in 1976, Mexican authorities have managed to prevent the execution of three of their countrymen. Mexico created a program in 2000 that offers assistance to Mexicans sentenced to death, the only such service on a worldwide level, the ministry said.
