France has signed but not yet ratified Protocol No 13 to the European Convention on Human Rights and Fundamental Freedoms banning the death penalty in all circumstances. Like its European Union partners, it refuses to send prisoners to countries where they could face the death penalty. In 2002 France refused the United States evidence that could be used in the case against Zacarias Moussaoui, a French citizen of Moroccan descent, who is the only person on trial, and facing the death penalty, in the United States for his alleged involvement in the September 11, 2001 attacks on New York and Washington.
