Haiti's justice minister said he had ordered an investigation into reports that police were executing civilians after witnesses accused police of killing at least 17 people in two slums. Justice Minister Bernard Gousse said he ordered the investigation the same day four young men were found shot to death in Bel Air, a slum stronghold of support for ousted President Jean-Bertrand Aristide.
