Hands Off Cain announced that Mali has signed the Declaration and is ready to sign the Resolution for the Universal Moratorium on capital punishment. This is thanks to Aldo Ajello’s mission in Africa to support the Italian Government’s initiative to present the pro-Moratorium Resolution to the current General Assembly.
In Africa, as in the rest of the world, the strong signs of support for presenting the Resolution are growing. After the meeting between Aldo Ajello and the President Amadou Toumani Touré, Mali announced the signing of the Declaration, in expectation of being amongst the first signatories of the Resolution. The Italian Government is committed to presenting the Resolution to the current UN General Assembly. President Tourè announced that the newly inaugurated Parliament will also tackle the definitive abolition of the death penalty in Mali. Currently, there is a de facto abolition. Along with Mali, 93 of the 192 UN member nations have signed the Declaration. South Africa and the Democratic Republic of Congo have announced that they will also sign the Declaration and pledge support to the Resolution.
Sergio D'Elia, Hands Off Cain Secretary and Rosa nel Pugno Parliamentarian, and Elisabetta Zamparutti, Hands Off Cain Treasurer said:
 "Therefore, while the world waits to approve the reasonable proposal of a Universal Moratorium on executions with the vote at the General Assembly, this assists the Council of Europe bureaucracy’s resistance. They have been the main cause of delays for 13 years on this matter, delays that have prevented the UN General Assembly from proclaiming the Universal Moratorium on executions. Furthermore, this confirms the necessity of the current non violent initiative to overcome the risk of further delays. From April 16, Marco Pannella and other Radical exponents have been on an indefinite hunger strike to obtain the immediate approval of the Resolution."
