Illinois does forbid the execution of the mentally retarded and juvenile offenders. The state has life without parole. A jury decides the sentence. The Governor has clemency authority over all offences. The Governor receives non-binding recommendations from the State Prisoner Review Board. This Board makes recommendations through a panel of three members.
