In a 4-3 decision, the Florida Supreme Court reversed the death sentence of Ronald Bell, because he was 2 months shy of his 18th birthday at the time of the murder of Cordell Richards in February 1999.
The Florida Supreme Court ruled three years ago that it violated the state constitutional protection against "cruel or unusual" punishment to execute any one for a murder committed before their 17th birthday.
