in an addendum to the Report of the Working Group on the Universal Periodic Review (UPR) at the UN Human Rights Council, the delegation of Suriname announced accepting seven recommendations calling to abolish the death penalty. On 6 May 2011, in the framework of the Universal Periodic Review of Suriname, some countries, including Belgium, Canada, Ecuador, France, Netherlands, Spain and the United Kingdom, recommended to the delegation to "abolish" and "repeal" the death penalty as well as to "accede to the Second Optional Protocol to the International Covenant on Civil and Political Rights". During its review in May, those recommendations were left pending by the delegation of Suriname, which had until 22 September to provide its responses. It did so in an addendum published on 13 September on the website of the Office of the High Commissioner for Human Rights. Suriname agreed on formalizing its longstanding non-use of capital punishment by abolishing all legal provisions for capital punishment and ratify the second Optional Protocol to the International Covenant on Civil and Political Rights. During the UPR in May, the country’s delegation stated that a draft amendment to the Penal Code, in which the death penalty was removed, had been presented to the Council of Ministers and would subsequently be presented for approval to Parliament.
