In February, when Parliament opened, the Governor explained the program for next five years. He was planning to amend the Constitution to override the effect of the Pratt & Morgan sentence (see Jamaica), allowing executions without unnecessary obstructions. The amendment will state that delays in carrying out executions do not amount to cruel and inhuman punishment.
