In reference to a debate regarding changes to the Juvenile Law, Teikyo University Professor Takeshi Tsuchimoto said that the age at which a person could be sentenced to death should be lowered from 18 to 16, while the age at which a person could face criminal punishment should be lowered from 16 to 14. "Juvenile (offenders) are aware of the advantage of their age," Tsuchimoto said. "They can say, 'If you want to do something wrong, but don't want to be sentenced to death, do it before you turn 18' or at the very least, 'If you want to do something bad do it before you turn 16."
