Indonesia's State Minister for Women's Affairs Khofifah Indar Parawansa signed the UN Protocol of the Convention on the Eradication of Discrimination Against Women (CEDAW). The Indonesian government, she said, will submit a draft law on death sentence for rapists. "Light sentences do not frighten rapists," she said.
