IRAQ. END TO DEATH PENALTY 'NOT FAVOURABLE', GOVERNMENT OFFICIAL

the moratorium on the death penalty adopted last week by the United Nations Commission for Human Rights was unlikely to impact war-torn Iraq because of ongoing violence.
'The actual situation in Iraq is not favourable to the abolition or suspension of this penalty, due to the heightened level of violence,' Iraqi government spokesm an Ali al-Dabbagh told Adnkronos International (AKI).
'When Iraq reaches a good level of security we will be able to put this idea to the people.'
