Kyrgyzstan's President Askar Akayev extended the moratorium on the use of the death penalty until the end of 2004.
The moratorium, which has been prolonged every year since 1999, was put in place pending new legislation which would enshrine the outlawing of the death penalty scheduled for 2010.
