Lee Chin Seah, an unemployed 42-year-old Chinese man, was sentenced to death by the High Court for drug trafficking. Lee Chin Seah was arrested in June of 1999 while carrying two plastic packets of heroin and six sachets of the drug. Later the same day, Lee led Central Narcotics Bureau officers to his flat where they found more heroin and other drugs.
