Legislators in Connecticut's House of Representatives called for a 2-year moratorium on the death penalty. The bill would suspend executions and create a special commission to study whether there are disparities in prosecutors' decisions to seek the death penalty, and whether those disparities are based on a defendant's race, ethnicity or economic status. Lawmakers also proposed legislation to ban the death penalty for people with mental retardation.
