Minister Lloyd Axworthy said Ottawa would continue to put pressure on Hanoi unless it explained its actions promptly. Axworthy ordered a complete review of relations with Vietnam. Canada has withdrawn an offer to provide training on the World Trade Organisation for Vietnamese officials, and Canadian officials would not attend events sponsored by the Vietnamese government to mark the 25th anniversary of the end of the Vietnam war. Hanoi announced it would mark the occasion by freeing 12,264 prisoners in an amnesty. "They're certainly not treating (our concerns) with much respect. It's surprising because Canada has gone out of its way...to establish relations with Vietnam to support some of their efforts," said Axworthy.
