More than 400 bills were filed at the House of Representatives on the first working day of the 12th Congress, ranging from proposed constitutional amendments to punishing kidnappers by amputating their legs.
Iloilo Representative Augusto L. Syjuco, Jr. filed House Bill 105 seeking to punish the crime of kidnapping for ransom with the amputation of the upper and lower extremities (arms and legs).
Under the Revised Penal Code, kidnapping for ransom is punishable by death or life imprisonment.
"The perpetrators of kidnap for ransom should be dealt with punishments as severe as the crimes they commit against our lives, property and rights under the Constitution. This should be stopped and the psychological deterrent for its further happenstance would be to impose the amputation of the upper and lower extremities as punishment for such crimes. It is not intended to be a cruel or inhumane punishment, it is only its consequence. We are giving death sentence a middle ground," Mr. Syjuco said.
