North Korea has liberalized its Criminal Code reducing the crime list for the capital punishment from 33 to 5, the UN Chief Ban Ki-moon reported in NY.
He welcomed the measure but expressed concern over the fact that the remaining 5 crimes are mainly political, namely plotting and high treason.
The official encouraged Pyongyang for further liberalization and urged to avoid capital punishment.
