Oklahoma Gov. Frank Keating denied clemency for Valdez, who is on death row in the United States for a 1989 shooting. The Mexican government said it will appeal in U.S. and international courts the planned execution of Mexican citizen Gerardo Valdez. The Oklahoma state attorney general is expected to ask that Veldez be executed on August 21. Valdez was sentenced to die by injection. The government argued that Oklahoma authorities violated international law by not allowing Valdez to contact the Mexican consulate after his arrest, as required by a treaty to which the United States is a signatory.
