On April 14, 2000, Prison governor Jiayong Renqing of Lhasa jail in Tibet said that the number of prisoners in Tibet jails represents 0.9 per cent of the population. The repeat crime rate in the past 10 years has been about 3 per cent, lower than the average for China. Fifty per cent of the prisoners are serving sentences of five years or less; and 2 per cent have been sentenced to indefinite terms or have had their death sentences commuted for two years. Tibetans account for 76 per cent of the prisoners, and 24 per cent are Hans or other nationalities. Four per cent are females.
