On April 27, a court sentenced 2 Iranians, Abdallah Abdel-Amir Nassari and Saed Mohsen Razij, to death for drug smuggling, while 3 others received life sentences. They were arrested by police in Kuwaiti territorial waters earlier in 1999. Drug smuggling has been a capital crime in the conservative Gulf state since 1995, and in 1998 Kuwait carried out its first drug-related executions by hanging two Iranians.
