On December 2, constitutional commissioners made frantic last minute efforts to stop Commission Chairman, Justice Godfrey Chidyausiku from bulldozing them into accepting a "defective" final draft of a new Constitution. Chief among the recommendations which the commissioners wanted included were the creation of a ceremonial president with non executive powers, a prime minister with executive powers but who is more accountable to Parliament, and the abolition of the death penalty.
