On June 18, Italian Interior Minister Rosa Russo Jervolino and her counterpart of the Kingdom of Morocco, Driss Basri, signed an agreement enforcing the accord between the two countries concerning the accompaniment of foreign citizens in illegal situations to the border. Among other things, the agreement makes reference to the European Convention on Human Rights and establishes that if in the country of arrival or in those of transit the person being transferred risks being subject to inhumane treatment and the death penalty, or his physical integrity is endangered because of his nationality, religion or race, the authorization for the transfer can be refused.
