On March 28, Serbia's Justice Minister Dragoljub Jankovic wrote to the competent Yugoslav federal bodies proposing that the Federal Government facilitate criminal procedures in times of war, in view of NATO's aggression. Since the Yugoslav Constitution abolished the death penalty for crimes under federal law, the Yugoslav Republic's Justice Minister proposed that the Federal Government reinstate it for the worst offenses under federal law in times of war.
