On May 12, Governor James Gilmore granted his first clemency in a capital case after 21 executions to Calvin Swann. Swann, convicted for robbing and shooting a 62-year-old man in 1992, suffered from severe mental illness and that factored into the grant of clemency. Five clemencies were granted by five different Governors in 1999, the most Governors to take such action in one year since the death penalty was reinstated.
