On November 11, Papua New Guinea's representative Peter Donigi, speaking at the Third Committee of the General Assembly (human rights) under item 116a (death penalty), said: "It seems ironic that there are those amongst us who claim the UN Charter and the relevant international instruments do not permit capital punishment when it was perfectly possible back in 1957, and the UN then did nothing to stop the hanging in the then Territories of Papua and New Guinea by an administering Power. We will be unequivocal on this matter. We oppose now and will continue in future to oppose any move to impose such directions on our highest law making body and any limitations on the discretionary powers of judiciary."
